To answer this actually yes they can but very few even though students are matured enough to think of their own interests but very few will take this as serious. There are some other types of people who think that this as an benifit to bunk classes and enjoy those times by thinking that they can study later time.
This seriously effect their academic career and also to their personal Life. They get addicted to enjoyment rather than studying.
So in my opinion rather than completely setting them free to their decision there must be some restrictions and rules like daily atleast 2 r 3 classes must be attended and they must use library like that. So that they will attend to atleast some important main courses or to the class which they find interesting.
