This suggests that he needs government assistance to mitigate the loss of whatever crops or livestock needed the water he couldn’t provide due to water scarcity. His body language also indicates his discomfort or embarrassment about the situation, while the woman’s expression seems to indicate a lack of concern. The dilapidated appearance of the tank as well as the view outside the window make a suggestion about the environmental concerns associated with water scarcity as well.
