You are required to first watch both videos and then read the research by Dr Mark Buntaine entitled ““Non‐governmental monitoring of local governments increases compliance with central mandates: A national‐scale field experiment in China””.
Suppose that you are an analyst working for an international organisation and a member of a task team in the organisation that is focused on the policy issue identified in the research. You are responsible for drafting two sections of the policy brief that your team will send to policymakers in China. The first section you are responsible for should assess the policy solution proposed in the case study. The second section you are responsible for should outline recommendations to policymakers in the relevant country. Remember to reference any sources you consult including course material and external resources.
Refer to the detailed guide provided for more guidance on structuring this activity. Your answer should be appropriate for a non-technical audience of policymakers. The assignment should be in essay format and should only include the content outlined in Sections 1 and 2 below. Section 1 and Section 2 together may not exceed 2,000 words, excluding in-text citations and your list of references.
Use the information provided in the case study to assess the policy solution that the authors propose. You should outline the problem in a simple way that is relevant to a non-technical audience of national policymakers. You should then provide a critique of the impact evaluation using concepts from Modules 4 to 6 (more information in the detailed guide attached) . Refer to Section 3.1 of the detailed guide and the rubric for detailed guidance on formulating your response in this section. Ensure that you provide the following in your answer:
• Briefly outline the policy background.
• Critically assess the research problem, hypotheses, methodology, and results.
In the second section that you are responsible for, you should make a recommendation to policymakers in China based on your analysis in Section 1. You should clearly outline the course of action that you think the policymakers should follow in addressing the policy issue in the future. This includes recommending whether the policy solution proposed in the case study be maintained, terminated, or scaled up. Ensure that your recommendation clearly highlights the strengths and weaknesses of the course of action you recommend as well as any other political or institutional factors that the policymaker should consider. Use Section 3.2 of the detailed guide and the rubric when formulating your answer. Ensure that you provide the following in your answer:
• Outline possible policy solutions and discuss the benefits and challenges of each.
• Draw on theory from other modules to support your recommendations and policy problem sections.
• Clearly highlight a course of action to the policymaker.
